If MS keeps releasing stability and reliability updates for vista, this
means that the vistaboys are lying that vista is stable and reliable...
Hmmm? Who was gullible enough to believe that ... Vista... is.. ha ha-ha...

This update improves the compatibility, reliability, and stability of
Windows Vista. This update includes the following improvements:



a.. It extends the battery life for mobile devices.
b.. It improves the stability of portable computers and of desktop
computers that use an uninterruptable power supply (UPS).
c.. It improves the reliability of Windows Vista when you open the menu of
a startup application.
d.. It improves the stability of wireless network services.
e.. It shortens the startup time of Windows Vista by using a better timing
structure.
f.. It shortens the recovery time after Windows Vista experiences a period
of inactivity.
g.. It shortens the recovery time when you try to exit the Photos screen
saver.
h.. It improves the stability of Windows PowerShell.

This update also resolves the following issues in Windows Vista:
a.. A compatibility issue that affects some third-party antivirus software
applications.
b.. A reliability issue that occurs when a Windows Vista-based computer
uses certain network driver configurations.

You can increase the stability and reliability of an thing that is already
reliable and stable - since those terms do not have a finite measure
associated with them when quoted.

I guess that is true for most normal OS's.
Vista is not normal.. its an extraordinary piece of crap.

In what way is this update different than the exact same numbered one
released at the beginning of October?

If a user installed that update- should they now uninstall the
the original one, or install over?
