I'm not sure what you are wanting to do with the 'formatting' of the cd...
...is it a CD-RW and you are using it 'as a floppy' so to speak?
Instead if you just want to save you 632MB file on a cd, you should
use a normal cd-burning program (like Nero Burning ROM) that writes
the file to the cd and then (optionally) closes the cd.
On a "700MB cd" you should be able to write 702MB files
(or 5-10MB more if you enable overburn)
Note: if you instead of saving the file to the cd, want to be able
to play the movie in you WMV-file with a TV-dvd-player, then you have to
select Video CD or Super Video CD instead. I guess the movie will be
reencoded then, but I don't know how much will fit because I don't
have any TV and have never tried that kind of cd-burning.
