IPHLPAP.DLL PROBLEM

I am running windows 98. I use a Photo Editor - Benq S2W4300U/3300u
scanner. First I received the message to alter the colour settings!
Then up came the message 'The IPHLPAP.DLL can not start. I no longer
have a Photo Scanner or Scan button.
I then began to see 'return arrows' on my desktop files!
I run avg = no virus's found. I run Zone alarm and spybot. Spybot
scans always drag up problems.
The system has slowed to a dawdle even in simple tasks.
I have looked to see other postings; one reply stated - uninstall AOL9
and revert to AOL8 - What does that mean? I do not understand that
lingo. Can anyone assist me. Please.

Are you installing Broadband?

Thanks for your reply, No - I attempted to use photo scanner, then the
tried the scan button! nothing. I then tried repairing dll files
through 98. It came up with 2 files that were corrupt. I asked the
machine to repair them - but I still can not use the scanner or scan
button. Im hopeless at this stuff!!!! It is so frustrating. If I can
not operate or work 98 properly can you imagine what I would be like
using XP or similar. Ohhhh it frightens me to even think about it.

Hi Brian, thanks for responding - I am not trying to install broadband
simply trying to use photo editor and scan button. I did manage to
find two corrupt DLL files. I have ran a scan and repair (internally)
and I dont think that has repaired to problem.

Perhaps uninstalling/reinstalling the drivers may help, I don't know if the ones in
the link are old/new.

Hi Brian, thanks for that. I ran a check internal of 98.(I have a new
found talent using this computer lol) it found 2 files corrupt!!! Was
not happy as I have just got it back from the tech. NOW, a New
problem! Do you know what OBEXKRNL.DLL OR
SETUPAPI.DLLSETUPDIGETDEVICEINTERFACEDETAILA means? What a mouthful.
Anyway, I had been running Motorola phone device - that is the last
thing to repair. I know they are some type of library file (I think)
but where do I locate them and how do I repair. I have tried
uninstalling and starting again but it will not allow me past the
error message.

The PnP manager and SetupAPI write entries to the application installation text log
that provide information about installation operations other than those that pertain
specifically to device and driver installations.

Has the phone worked with it before? If not it may not be compatible with your
machine or you may need to update the drivers for it. I can only get this far to
help out not knowing what device it is other than a phone.

Hi Brian,
Yes the phone Motorolla V550 has worked beautifully for me until I
lost those two files to corruption. I just tried another scan - using
the internal scan disk button of 98. It will not go beyond the 'data
area' folders. I have reloaded the motorola application and will try
that today when I get a chance. Im not that hopeful given the fact
that the machine will not scan correctly.

You might try restoring your registry, if you have a recent back-up
from before the first misbehavior.

I always make a registry back-up before installing new SW, and after
(assuming it functions without trouble). This allows two possible
repair points to revert to, until the next sw install or 'update',
when another registry back-up will be required.
