System.Runtime.InteropServices.COMException (0x8002000C): Unknown language error

Custom in house desktop application created using Visual Studio 2005 VB, works GREAT on XP, and works GREAT on my Window 7 64 bit, BUT when installed on the users PC in Mexico Window 7 also 64 bit I get this error and since I am not the one that created the application but now the owner who has NO vb.net background have no clue what to do to fix it. I have been searching and have not come up with anything that will help.
Checked with user OS was install with English no language packs, but they do use Spanish Keyboard (not that I think it matters any). Application was designed to use .NET 2.0 she has .NET 4.5. I have tested by installing onto a computer freshly loaded with Window 7 here in the US and it works fine, all users in Mexico who have Window 7 they get this errror the users with XP it still works.
Additional testing, check to see if needs to run as administrator, that didnt work, check option to run the executable using Windows XP service pack 3, that didnt work.
