Where are my Terminal Servers getting their licenses?

We have six 2003 SP1 terminal servers running the exact same config
(installed from same image). When I run the TS licensing app on any
of the servers it comes up looking for license server "dolphin" which
is a server that has been shutdown and retired for about 5 months. In
the TS configuration app it has server dolphin configured as the only
license server.

The question is, how are users still able to connect to these servers
without any licensing problems? There are currently 20 - 50 users on
each server and they have been working this way for 5 months without
any issues. I want to get our licenses installed on a new server but
I'm worried about breaking something that is already working in the
process.

Are your servers in per user licensing mode? If so, per user licensing
is neither tracked nor enforced; therefore, licenses are not handed out
at all. This would explain your situation.

Yes, they are in per user mode. I've tracked down our purchased
licenses and they are all listed as "Microsoft Windows Terminal Svr
CAL 2003 English OPEN No Level User CAL". Should I get these
installed and point the TS's to the new license server or just leave
well enough alone? What is the purpose or advantage of per device
licensing?

It's a matter of what costs less for your organization. For example, if
you have multiple shifts and the same computer are used over those
shifts, per device is cheaper since you only need to buy one license for
that device vs multiple per user licenses for each user that uses that
device. If you have users that log into multiple devices then it makes
sense to go with per user licensing.

It all comes down to the money.
