Windows Vista No System Restore Points

I have just discovered that I have not Restore Points. This after I found a
problem with IE7 and wanted to restore to an earlier time. When I go to
System Restore, it says there are no restore points. I created several and
they were there but after I restart they are gone. I have Vista Home Premium
which was an upgrade on this PC from XP Media Center Edition. There is a
checkmark next to the drive I want to have backed up. I have used system
restore previously so I know it worked at one time but that was at least 2
months ago.
