I see. That is a .pif-- a shortcut to a DOS program. It is normal for
them to vary in size.

Very good. If Command.com, itself, had a different size in the same OS--
an investigation would be in order! OK, then.
I see Zabcar has confirmed this may well be a font size problem in a
..pif Font tab. Maybe, check that size in all your .pif's...
"START button, Find, F/F, *.pif" <<That's asterisk-dot-pif.
WARNING: Don't click these .pif's, unless you are sure of what they
will do!
Do you see one that could be responsible for this?
