This happens quite often with Microsoft Visual Studio 2017 when I try to publish an application with VS in full-screen. Sometimes the above dialog appears behind the Visual Studio window during the publish process and there is no way to get to it. Visual Studio occupies the entire screen and is the top-most screen out there. It is waiting for a click on the button of the credential window, which is completely obscured by Visual Studio itself and cannot be reached. VS is also unresponsive to any mouse clicks. Even task manager won't show up as VS is the top-most screen.
The only way out is to restart the machine.
This is quite annoying and I would assume that it is a bug in VS. It should provide a way to pause the action and bring itself back to the pop-up window.
