VS Team Explorer 2017 Crashes at Startup - Citrix

We installed VS 2017 15.0.26430.16 on a Virtual Machine running Windows Server 2012 R2 that is on a closed network (no internet access) using the offline installer. After install it seems to work just fine when launching from the local service account that was used for the install. The issue is that it crashes at startup (generic Visual Studio 2017 has stopped working) when launched under any other user account.

This is in a Citrix environment where user profiles are stored on a network UPM share. Each user has their own network drive that uses folder re-direction. I suspect this is contributing to the issue.

How to attach a log file I generated by running deven.exe /log within the Developer Command Prompt for VS 2017 from a user account experiencing the issue. ??
