Civilization VI Modbuddy and Visual Studios 2013 Isolated Shell

Hello! I am trying to mod Civilization VI by using their modding SDK, specifically Modbuddy, to make changes. The Modbuddy runs off of Visual Studios 2013 Isolated Shell which it prompts you to download. Originally I got the SDK not too long after it came out and downloaded the VS 2013 Shell as prompted, but upon opening Modbuddy any attempt to click a tab or feature was quickly met with a visual bug left in its place, like a rectangle covering the text in botched colors. Sometimes, the program will chug on a few more seconds before utterly freezing and leaving me slapping my head with my hands in frustration. Ultimately the program "is not responding" and I am forced to close it. Keep in mind this happened over a year ago. I have managed not to create anything since, but now I really wanted to so I figured I must have botched the original installation. So I uninstalled the SDK and Visual Studios to try again but to no avail and the same persistent error. I even recently reformatted my computer, reinstalled all my games, including Civilization VI, and then proceeded to install the Civilization VI Development Tools (the SDK) so I could once again try to open Modbuddy. I was then, again, prompted to download the VS 2013 Isolated Shell, which it did successfully with no issues, so I was erroneously hopeful in my judgment up until this point. After the download, I opened the SDK, opened Modbuddy, and discovered that, alas, the visual bug revealed itself again. At this point I am desperate for answers as I have searched every nook and cranny and cannot find anything about this issue. I am running on Windows 8.1 64-bit, but I do not think that as the issue as I have read of others who run the SDK just fine on their computers with this. My only supposition is that the issue pertains somehow to the installation of the VS 2013 Isolated Shell. Something must not be meshing well with my computer, and I am about to lose what little sanity I have left trying to figure this thing out. I hope my words do not relay anger on my behalf. I am angry at nothing except my own state of affairs and that I am in the middle of the mess when all I would like to do is change a few things and make simple balance mod.
