Visual Studio 2017 Crashes on debug. Locals window shows "Busy..."

Visual Studio consistently crashes when debugging.

Hitting the first breakpoint in a VB.Net Web Forms application hangs the IDE.

Locals window shows "Busy..." and never updates.

Updated VS2017 to latest version: 15.8.3 from 15.8.1 but the problem is still there.

Tried running in Safe Mode but problem is still there.
