master file

[bumples children's magazine]

I can not load a master page file in visual studio 2017 c#. I am trying to start a new site and need to put in a master file. Every one tells me to go to website when I open a new file. There is no website and there isn't a file called master file that I can check.

I tried to copy my old master file on the new project and could not do that either.

I don't understand why this is so hare.
