What utility should one use to deactivate an active thumb drive?

Curt:

Just like a partition, a thumb drive could be active or not. I have a DOS
utility that could set a partition active or the reverse but the utility does
not "see" USB drives.

You should ask whoever created your DOS utility why it doesn't 'see' the
thumb drive. You haven't mentioned what this utility is, so it's a little
difficult to give advice about what might be wrong with it.

Setting a partition "active", assuming the accepted use of the term, does
only one thing. That is to make the partition the bootable partition. It will
not make a partition on your USB removable drive visible, or if clearing
the bit, "deactivate" the drive..

Is the BIOS is trying to boot your flash drive?

There should only be 1 active partition or flash drive so I'm trying to
de-activate the flash drive.

I don't understand what you mean. There should not be an active partition
on any drive other than the partition that contains the OS.

To "de-activate" a USB flash drive, unplug it.

If the BIOS is attempting to boot the flash drive, then change the boot order.
