Visual Studio 2017 15.6.7 offline layout creation shows "Setup expects one or more channel manifest in the repository."

Hello,

I am building an offline setup for VS2017 15.6.7 with vs_Professional.exe with the --layout flag, at the end of the download a get the message "Setup expects one or more channel manifest in the repository." In the created offline folder a ChannelManifest.json exists.

What must I do to solve this problem,
