VS 2015 Update 3 Setup Blocked

There are a lot of questions about this, I've tried everything those threads suggest to no avail. I can't get VS 2015 Update 3 to install on my laptop.

Any help would be appreciated. I've created an offline installer - same issue. I downloaded the ISO - same issue.
