VSIX installer doesn't work on Server Core

When attempting to install a vsix package we receive an exception in the logs, “System.TypeLoadException: Could not find Windows Runtime type 'Windows.Networking.Connectivity.NetworkCostType'.”


We would like to use Docker containers for our TFS build agents, but Server Core is the only OS base image available. I have reproduced this issue on Server core without containers, and it is the same.
