Windows update problems involving VS2010

I don't use VS2010 but occasionally I develop applications for Office. As I read through some documentation I've come to understand that VS2010 Office Tools are required for Office development. Ok. The problem is that Windows Update keeps trying to install VS2010 upgrades but fails.

Update for Microsoft Visual Studio 2010 Service Pack 1 (KB2635973) - Error 0x80070643


There are two reported failures (can't find installation files) for the VS2010 Shell and English prerequisites. Is there a way to resolve this issue.
