Whenever I try to open the control panel or other properties it always says:
"This operation has been cancelled due to restrictions in effect on this
computer." How can I turn it off?

Assuming you are an administrator and this computer is not domain-joined, do
this:

1. Click the Window button
2. In the search box type gpedit.msc and hit enter
3. Accept the elevation prompt
4. Expand the node User Configuration\Administrative Templates\Control Panel
5. Locate the "Prohibit access to the Control Panel" item in the right hand
pane and open it
6. Set that item to not configured.
7. Click OK and close the Group Policy Object Editor.

If you are not an administrator you will not be able to change this. If so,
talk to your administrator. If your computer is domain joined there may be
restrictions enforced from the domain that override what you are configuring.
