Porting Visual C++/MFC App from VS2008 to VS2017 Size of toolbars and comboboxes are different when running on Windows 10

When I compile my application in VS2008 toolbars and my owner draw comboboxes work fine on Windows 7 and Windows 10. When I compile my application in VS2017 toolbars and my owner draw comboboxes work fine on Windows 7 but on Windows 10 the toolbars are very small and the comboboxes I add to the tool bar have text that is vertically clipped. On my dialogs and property sheets where I add +/- on the right side with 15x15 bitmaps it works on Windows 7. On Windows 10 the bimaps would have to be twice as high like 15 x 30. The application is targeted for the Windows 10 SDK. Do I need to target it for an older SDK? Are there settings I need to set to get everything to be consistent from Windows 7 to Widows 10. I really don't want to redo all the bitmaps to create new ones for Windows 10.

I would appreciate any solutions.
