C#: Is there anyway to pin application to task bar programmatically on Windows 10 1809

Hello,

When i try to use Windows Shell API(PintoTaskbar index: 5386) to pin an application to task bar on Windows 10 1809, it fails. But it works on the previous version of Win10 and Win 7. Does anyone know if there is a way to help me complete it, or any other solution as an alternative. Thanks in advance.
