Do I need to install SQL Server Management Studio to enable full-text search on the default SQL Server Express Edition installed with Visual Studio?

I want to enable/install full-text search capabilities on the default SQL Server Express Edition that Visual Studio 2017 has installed on my PC. I've looked at the properties through Visual Studio-> SSDT's Sql Server Object Explorer of the version running on my system and, it is, indeed, SQL Server Express Edition (not localDb).

I'm guessing most beginning developers don't require this feature/capability so Microsoft leaves it up to the developer to install later when/if they need it. I think it's a good default decision. But I need to study for the 70-461 exam.

So, am I correct in assuming that the solution is to install the stand-alone SSQML 2017 to modify the default installation by Visual Studio 2017 (Community Edition by the way).
