VS2015 project keeps linking, despite no change. Make not holding?

What could be keeping a build to relink the image, a DLL with a RPC IDL file? I excluded the MIDL compile of the IDL file, which created the server stub *_s.c file, but the build keeps relinking?

Suggestions? Is there any trace I do see what "make" logic is forcing the relink?

There were two lib dependencies which I removed as well.
