Can't launch or repair VS 2017

When I try to launch VS I get the following error:

The setup for this installation of Visual Studio is not complete. Please run the Visual Studio Installer again to correct the issue.

The first time I ran the Installer, it said it needed to reboot to complete an install. I pressed the Reboot button to reboot the system; but, when it came back up I still get the same error as above. Now when I run the Installer, I get the Modify, Launch, and More buttons. When I try to Repair VS I get the following error:

The dependent package of 'Microsoft.VisualStudio.Product.Enterprise,version=15.9.28307.586' cannot be found: Component.CD12DAC4-FAEF-4D71-896F-B48F3684ECB7,version=16.1.0.32.

I have been using this installation of VS for several years without any problems until today. The last thing I did before this problem started was to update the VS Power Tools. Once that completed I could no longer launch VS.
