Toolbox controls and Designer not available for MFC project in Visual Studio Community 2019

In Windows 10 I have used the Visual Studio Community 2019 project wizard to make an MFC desktop app (after using the Installer to install the MFC components). The basic MFC app builds and runs properly. However, the Designer window isn't available (so I can't add new controls to the app main window), and the toolbox is empty even after I select controls using Tools->Choose Toolbox Items.

How can I get to the Designer window and add tools to the toolbox for MFC apps?
