Verifying if workloads are present from command line

I'm looking to write a script that can tell me if I have all the necessary workloads present to build some code. If I have a vsconfig file, is there any way I can use this as part of a Batch/PowerShell script to verify if the required workloads are present, and install the ones that aren't?
