Seems to be a bug.
I I have a solution and a database project checked into TFS source control and I go and ad another database project, the second database project does not get added to source control A source control binding that is invalid gets added, solution file checks out but the files are not added to source control.
We have to go into source control manually and add files to it. Then the binding is valid and can be checked in.
We are on TFS 2017 and SSDT 2017 version 15.9.3
