[UWP]Using the Visual Studio 2019 XAML Designer for Popup Controls

I use a lot of Popup controls in my apps, but the Popup controls are not usually visible in the Visual Studio Community 2019 Xaml Designer (or any of the other versions of Visual Studio I have used). I have not tried Blend yet, because Blend always seems to make my code ugly (for example, it splits code that I have put on one line into multiple lines). Is there a good way to design them in Visual Studio?
