Windows 2003 Terminal licensing server

It really doesn't matter much, since the recommendation is anyhow not
to rely on automatic discovery, but to configure a preferred TS
Licensing Server. That's easiest done in a Group Policy.

Unless you have a very large user population, the TS Licensing
Service doesn't put a severe strain on the server. I'd install it on
a DC, I like my Terminal Servers to be just that.
