Unable to launch Visual Studio 2017, error: Method not found

My visual studio will not launch past the splash screen. I am greeted with a window saying: Method not found: Boolean System.Nullable`1.gep_HasValue().

I have looked around but I can't seem to find the same issue. I tried launching in safe mode, repairing, reinstalling, deleted the folders in appdata, none of them worked. Activity log link here: ActivityLog.xml

Any help is greatly appreciated. Thank you!
