Secure development in Visual Studio

I am a team leader of a small software group and recently our security department has introduced new polices which will remove our local admin access on our laptops. This was done previously but reversed as my team ran into issues pulling packages down from NPM and later doing .NET Core/Angular builds when running VS17 as an elevated account (run as). Every job I ever had allowed developers local admin rights but I realize this cannot be the case everywhere, so I am curious how are your teams doing secure development in Visual Studio/TFS?
