RDLC is not installed in VS 2019 Community

I was using VS 2017 Community and tried to work with RDLC but i couldnt and i have installed it from MarketPlace and still same issue

then i upgrade to VS 2019 and the RDLC file i had before opened as XML and i cant add new report ( cant find it ) same with toolbox
