Assembly reference paths per build configuration

I am using VS2017 (15.19.13) to build a .project for NET Framework using Windows Forms.

Can someone please explain why the Configuration setting is grayed out in Project properties / References Paths setting ?

I would prefer using Debug built assemblies for Debug configuration and Release for Release obviously. Now I have to manually switch the order unless I forget...
