Option to suppress Roslyn Analyzer warnings not always available

Hello,

I have noticed that when right-clicking on an analyzer warning in the "Error List" window the "Suppress" option is not always available. Whether the "Suppress" option is available appears to be related to the error code, e.g. "CA1710" has the option, but "CA1716" does not.

I am using VS2017 Enterprise 15.9.11 with SDK-style projects.

Does anyone know what causes that option to be hidden?
