Environment file woes

[Reprobus]

I'm hoping someone can help, I'm using visual studio code and I've created a environment variable file within my workspace settings; and placed a path; the same path which I placed within my windows system environment variable. Although now I'm getting an error when I attempt to load some python modules that I was not getting when the path was in my system environment variable; when visual studio code should should be loading the path from its own environment file ?
