I got the Windows upgrade 1903 to help with problems of IIS not installing. Now it allows me to turn features on/off .
But I cannot even build the simplest project. I tried doing this exercise:

just to create a minimal web project to see if IIS would work. Upon trying to create the new project, VS gave this error:
"Configuring IIS Express failed with the following error:
Initializing the applicaitonhost.config file failed. Cannot find IIS Express."
I can't update my old websites with VS 2008 and I can't use VS 2019! Why? Is there no support for my issues? I've been posting and trying things for over a month.
Other errors I've encountered:
Websites cannot be started unless both the windows activation service (WAS) and the World Wide Web Publishing Service (W3SVC) are running. Both services are currently stopped.
I'm about to give up on VS. Windows upgrade 1903 did little to help.
