Accessing Outlook Calendar in C# Application

Does anyone know how to access a group of peoples meeting and appointment information from outlook calendar? I am creating a application for my company that will take everyone's meeting agendas for the day so that I only send them a certain file when I know they aren't busy. The file being sent is considered a emergency and I do not want to send them a file if they aren't able to work on it right away. Instead I want to go to the next available developer.

I am using Visual Studio 2017.
