Secure secrets with azure key vault not showing in available connected services.

I am using VS 2017 version 15.9.14 Community. I have installed .NET Framework 4.7.1 Development Tools, I am logged into my account and I have an active Azure subscription. However, Secure secrets with azure key vault is still not showing in available connected services. How can I get this to work?
