Visual studio installer exits immediately for some users on machine

I am running into an issue where visual studio installer immediately exits when started without any apparent error logs. I ran collect.exe and added the generated vslogs below

vslogs.zip


I was able to create a test user account on my machine and then start the installer and install Visual Studio 2019. Also from my user account I can open solutions in VS 2019. However, installer immediately exits when started.
