C++ Redistribution isn't working

So I've tried for the past few hours to get this to work (x64 and x86) but whenever I try to install them it always says "Setup failed".

The error code is:

0x80240017 - Unspecified Error

It's been doing this every time I try and download them but I don't know what's wrong. Can someone please help me?
