You're talking about TS CALs, I assume?
Yes, as TP wrote, as long as your Terminal Server runs W2K and you
only upgrade the DC, then your XP Pro and W2K Pro clients will still
receive a free TS CAL from the TS Licensing Server (note that the
clients themselves do *not* come with a built-in license, they get
one from the built-in pool of "Existing Windows 2000 TS CALs on the
LS).
I only wanted to point out that you need a 2003 server CAL for each
client, since you are upgrading the DC and your clients will contact
the DC for authentication.
