Can't install at all

I can't install VS2019 (same result with VS2017)


By opening the .exe downloaded from microsoft:

Unable to launch the installer. Error: Could not load file or assembly
'System.Runtime.Serialization, Version=4.0.0.0, Culture=neutral, PublicKeyToken=bb... or one of its dependencies.
The system cannot find the file specified.


From the command prompt:

Error: Could not deserialize to TelemetrySession object
Parameter name: serializedSession


Any suggestion?
