I can't add a resource file on web project in Visual Studio 2019

Hello, could you please help me?I'm trying to add a .rsx(resource) file on a web project but I can't find it.Especiallyin solution project i have a Resource.cs file then i go on the Resource.cs right click Add->New Item and then on the context menu command i can't find the resource file.
