Visual studio 2019 installer crashed and not continued

Hi.. I get visual studio 2019 version 16.3 and want to install that on windows 7(32bit).

Visual studio installer is starting Initial Operations and download and install visual installer files,

so return this message in a window :

"Almost done ... Getting everything ready."

Then this window is closing and nothing happens again..!!

Setup is not run and even not return anything error..

How to find out what the problem is and why the operation does not continue?
