Edit Dataset button disabled in Data Source Panel

I have inherited a project where the Data Source Panel does not show all icons and the DataSets shown have a class (or related tables) icon shown instead of the normal two containers. The Edit DataSet button is disabled as is the configure datasource with wizard button. How do I get the panel to revert to normal behavior. If I am editing a dataset, the panel appears as usual, but if I am designing a form it changes to the presentation below
