No choice for Self-contained runtime.

Version VS 2019 Community version 16.3.1
Target framework: .NET Core 1.1 (my web host's requiremet).
Output type: Console App

When I attempt to publish, for Target Runtime there is no choice for "self-contained", only "Portable".
