Publish from vs2017

I re-published a website after making changes and adding a new start page. It loaded successfully but the old start page opens first. I have set the new start page to start up first but it doesn't. When I test, it opens fine. I also deleted the publish file and after many attempts, it still won't open the correct page. I know it is publishing because the other changes have gone through. Please ad vise.
