Cannot Launch Apps for Xamarin.Android using Emulator

I am using Xamarin and Android for the first time (although I have done plenty of UWP development prior to this), and am trying to get the Emulator for Android set up in Visual Studio 2019. I have managed to add an Android Device, which launches when I attempt to debug an Android app. I am currently using the projects created by the template in Visual Studio 2019, so I have not added, removed, or changed any code. When I attempt to debug the app, the emulator is launched, but the app does not always open, debugging just ends. I have tried deleting the emulator and creating a new one, restarting Visual Studio 2019, rebooting, and doing everything suggested at:

But the problem remains. I have installed all updates for both Visual Studio 2019 and Windows 10, but no help.
