URLDownloadToFile occur an error, INET_E_DOWNLOAD_FAILURE ( 0x800C0008 )

i use a urldownloadtofile for downloading a file over an internet

but, rarely, some PCs occur an error, INET_E_DOWNLOAD_FAILURE

- save to %temp% directory,

- try to download .exe file,

- almost 40 MB

- run as an administrator

- there is no relationship with version of urlmon.dll

- particular pc ALWAYS return an same error (800c0008)

what points should i check?
