Unable to create a local SQL DB

I am using Visual Studio Community 2019 and I just loaded the software on a new PC. When I try adding a connection and created a new local SQL DB, the OK button is dithered. I have installed all the components just as I have before and it's not letting me get past the window. I have had no problems doing this before.
