How do I have VS recognize an icon?

VS 2019 --- I added an existing icon --- Properties => Resources.resx => (right click) Open => Resources.resx. I did a drag and drop of the .ico to Resources.resx.

This .ico now appears under Resources.resx\Resources.Designer.cs\Resources. However, when I attempt to run, VS cannot find the ico.
